It shouldn't.. It should be one hit's worth per use regardless of enemies.

Last time i checked, all AoE attacks (Windmill, regular splash, Ice Spear etc.) take dura once per use. Idk about this new skill, but I'm pretty sure WM is also in the 'C' category.
