You don't have to have the medal in possession to make a coupon, just right click it. Also, stacking three doesn't automatically turn into a medal. You have to stack three medal coupons (which look like 1x1 broken medals) and right click-use (or ctrl click). It is true that saga and event medals are not included, but I am not sure about limited time like morrighan

i believe you can receive limited NPC medals from the random return of 3 broken medals... unless Juliet isnt a limited medal.. the discription is currently bugged so i cant tell for sure
