i believe you can receive limited NPC medals from the random return of 3 broken medals... unless Juliet isnt a limited medal.. the discription is currently bugged so i cant tell for sure

I don't see how me being a KR tester has anything to do with it, but for the converting medals into coupons, you can test that out yourself easily. Also, as for the event and saga NPC part, that is true now that I think about it, there is no evidence I or anyone CAN give that proves you cannot get any type of medal from a reward list, you can only prove what you can get from a reward list.

Wasn't the 2nd quote referring to the debate on Limited NPCs?

I believe he was questioning how I could prove the Saga and other event NPCs aren't on the list, which I just said cannot be proved, so we cannot say it as a fact under current standards.
