Skill Quest Restrictions

Just tried to get Yvona's quest to upgrade from rank 4 to rank 3 and she told me to finish some other skill training first. I had Heledd's shock quest open. Clicked "give up" on the shock quest, and then Yvona did give me the "Deliver Errans Crus to Yvona" quest.
