Distance from center of impact affects damage

I threw one at Raccoons and got the following numbers:

  • Outer Rim: 11252, 11448, 11417, 11378
  • Middle: 16753, 16990, 16504
  • Center: 22448, 22687, 22147, 22174

This pretty much supports your theory.
