Does counter damage double with dual guns with bullets or something?

デュアルガンで使用する場合、チャージ済み魔力弾が残っていれば２発消費して特有のモーションでカウンターアタックを発動する。残っていなければ近接武器のモーションでカウンターアタックを発動する。チャージ済み魔力弾の有無で威力が異なる。

basically it says counter workse differently depending on bullets in chamber or not. 2x damage or base bare handed. Doesn't say how much.
