Metallurgy + Fishing

People are asking me if it's actually possible to get Cat's Eyes doing either of these. At least in the Fishing, no one I know has fished them up. Could be a bug, could be my friends are cursed. Either way it could be worth mentioning if the rate is incredibly low.

Metallurgy is possible. I've gotten 2 from...running around tryingg to beat people. not the best option due to mass crowds. Fishing, I have yet to get single one out of 3000 baits.
