Is it possible to equip the same ideal more than once? For example, you have 4 Uaithne. Can you equip all four?

According to Category:Treasures of Falias, you can equip them, but only the greatest one will take effect.

Imagine if Wave Sweeper × 4 was possible.

Holy shit, I see the point now. That would be a pretty huge speed boost. I was thinking about using four Uaithne to gain a 7minute Awakening of Light.

An extra 2 minutes and 40 seconds, or an extra 10 Spear of Gods. That'd literally blow White Dragon sky high.

Speaking of 64% extra speed bonus from Wave Sweeper x 4, is there a cap to movement speed?

There is no speed cap.

I don't think there is a cap to movement speed itself, but the things that contribute to it. For example, Movement Speed Potions don't stack with other speed boosting items. I recall that using the boost from Awakening of Light and the Mounted Commerce Partner boost stack.
