I don't know if anyone's up to drafting a pre-page for the Fashion Contest to obtain this dress, but I found a place that explains it (in bad translation) here:

All the dye sections are normal cloth dyes. Fair warning though, the front panel and trim section SEVERELY distorts colors. Mostly appearing much faded out versions. Example: dye it jet black, it will look gray. No color distortions on the other sections however. Syl 16:15, 20 June 2010 (UTC)Syllwynn
