rawr skill limitations

jp wiki states that rawr is ineffective agiants strong enemies. can you just make the tiger cub stronger to make it more effective?

Please note that this wiki is for the North American localization. Also note that not all wiki's are accurate. as far as your question...I have no idea. I do not know a tiger cub, let alone a griffin (roar functions the same between the two pets i think...)
