What the hell is Blacksmithing Level 1 doing? =_=;;

I reforged an accessory and it got Blacksmithing Level 1. I tried checking if my success rate went up or the amount I gain per training method increased, but I didn't see any change. Quality increase maybe? I'm not a blacksmith so I don't know...

Quality. Pretty sure.

From what I can tell, it's kinda like how Blacksmith enhancements work.

Success Percent(rate?)...Signatures/notation (notary?) Blacksmithed...dake?...

Sounds like It's an increase in quality and signatures?

Edit: after looking through some notes, I think it's Success of Signituring items via blacksmithing, which would...be kind useless unless it affects quality too (like the Patron Set)

That sounds like "Chance for signature for Blacksmith" to me. My Japanese is pretty flaky as well since I've never formally studied it, though.
