SCC Doppelganger and Flame Burst

Can anyone confirm whether or not this one can still use Flame Burst? I've been running the mission a lot lately to train my Alchemy Mastery, and I've yet to see him actually use it. If he loads the skill, he'll just stand still until he decides to do something else, even when I'm right next to him. Seems bugged to me, but am I the only one this is happening to?

Since the AI's been glitchy the past few months i haven't seen him successfully use Flame.
