Reupload Image Category
I think we need a category for images that need reuploading that we can't exactly clean. So if someone who wants to help the wiki who has the item can upload it his or her self. People often overlook an image because there is already one there, regardless of quality. And by a category for images, I mean for the image's page, not the item's page. This can apply to icons, dropped item images, previews/appearance when worn, etc.
I think there should be a separation between missing and in need of updating. NeedPicture and NeedIcon is put on the item's page when a picture needs to be uploaded or isn't following the policy. Instead, NeedReupload (hypothetical name) can be put in the image's page if they are bad quality or do not follow the policy. (Or if they need cleaning if a person tagging an icon can't clean the icon.) Also, this can also be used on images that aren't on item or equipment pages.
I feel the NeedPicture/Icon categories sufficiently cover all aspects of image uploads. You can put in a tag on the page that's hidden in normal viewing (visible when editing the page)that explains why that particular image is in need of picture/icon:"<!-- reason for adding to category here -->" (minus the quotes) From what I understand NeedIcon covers all bad icons, not just equipment. It's just a matter of someone adding the tag. And NeedPicture is fairly active for policy breaking images. I don't see any real sense in adding another category that is already covered by existing ones.
