Damage Increase - Where?

Does this apply as a final damage modifier?? Does it effect the Over time effect at all? What about any enemies in the line of fire that also get effected. LF > More info.
Sorry I'm not testing everything myself but I'm way behind and i know plenty of you are high level with plenty more time to spare other than loitering dunbarton. Or hopefully you guys just already know =]
