I disagree. Other than the animation and damage, everything else about them appears to be the same.

What? It's a monster skill and a player action. That's different. Other than animation, monster flight and player flight (from Doki Doki Island) appear to be the same so you're saying we should merge those too?

Monster flight and player flight aren't the same. Monsters can't move in their air on their own (aside from wyverns), players can't attack while in the air, etc.

Does actually show two different "Bolt Out of the Blue"?

I suppose that was a bad example, but anyways, I see no way a player action and a monster skill could possibly be the same thing. It makes no sense code-wise.
