According to Nexon's advance guide, you need to use a character card during rebirth to be qualified for these items.

I have managed to rebirth without the need of a character card even after getting my cumultive level over 1000, does it mean that this item is no longer possible to obtain?

If you rebirth with a hero talent (at the cost of pons) the dye and book should still be available.

Confirmed, thank you Shroom Fonzerelli, It didn't dawned on me that the hero talent would be categorized as a payed rebirth, perhaps even choosing a different hair/eye/mouth style at the cost of pons also counts? (it would be much cheaper) I'll experiment next week.

I've wondered about that myself, but I don't want to change my face.

So I am not sure where the book information is exactly, but I have conformed that it cannot be stored on pets, but can be stored in the bank.
