When I took my wand to Berched to get it repaired, it showed the same repair rate as a normal Fire Wand. Did the person who submitted the repair data have the Shadow hero title on, or was this changed in a patch?

If they were using the Shadow Hero discount, the repair would have been around 5,800. Can you check the repair rates at Stewart, Lassar, and one of the 93% repairers and confirm their cost? It could be that the repair rates were changed.

Can Metal Dyes be used on them?

The metal wands last time checked could not be dyed. Unless it's changed in a recent patch then no.
