I recently got some of these from the Samhain event,but cannot for the life of me figure out how to use this while trading, can someone explain?
You just use it and you get an icon on your character. That indicates you get bonus for one set of goods. The next time you pick up commerce goods, the icon will disappear, and you have to accept the prompt given in order to continue commercing.
The page details how the letter works, but if you're asking then are you confused with something the page states?

Every once in a while, someone dumps a ton of fine letters into housing, typically for a very cheap price.
Considering the Spring event ended months ago, any idea where they're getting these letters?
The "Fine Letter" redirects here, but there is no mention of it at all. Can someone clarify the difference between the "Fine" and the normal?
Each of the types of letters of guarantee have a new sentence added to their description. Here's the one for the Ogre Letter of Guarantee, for example:
"A Letter of Guarantee, issued by the Ogre, that assure the holder of the quality of the associated trade good. Using it gives up to 30% Gold, EXP, Ducats in profit fom[sic] selling the trade good. When selling barter trade goods, you can receive 15% more from the total selling price. This letter has value as well, and grants 300 Ducats upon use."
The bolded sentence is the new part. It's confusing me since it seems to be contradictory to the previous sentence. Did they nerf the bonus gains by half and forget to remove the outdated parts of the description?
Ah, okay. I didn't realize as I've yet to sell items from there. I'll add the information in as I confirm the percentages, though they seem to be half of the bonus increase of normal trade goods. I have Imp and Ogre, but I do not have Goblin. If someone can confirm that the bonus 20%, it'd be appreciated.
