Does anyone know how much it will clip with long sleeves? Will is do that horrible stretching the glove over the sleeve, or will it simply remove the forearm part and show the glove? Or is it outfit dependent?

Yes...that's how it is with any artisan upgrade. Not every stat will always be applied, there's just a chance it will. This page says that exactly: http://wiki.mabinogiworld.com/view/Artisan

In fact, it says it RIGHT under the artisan upgrade for this very weapon.

Is forest purification an event or is it something that can be done anytime?

It's a giant-only minigame. You start it by knocking over a tree, like in Vales. It's very similar to Dragon Egg Protecting.
