If you mean those such as "Tulip Hot-Air Balloon", then yes, they are considered chairs by the game (No Rest skill > no usage, and the usual Prop Sitting bonus applies)

I know it doesn't matter at all, but I just found it pretty funny that Pets are able to use chairs. (tested.)
