it has a X by party healing by in the notes about the staff it says it can so which one is correct?

This was a template issue, and has been fixed. Now any future weapon that also has the ability to party heal should show for party heal as well, as long as the weapon's data file is appropriately labeled. Case in point, it's worth asking if the microphones should get the /party_healing/ tag as well.
