Usually, you'll need water the flower from a bottle filled with water, but if you're standing outside on a rainy day, you can water the flower without a bottle. Once a flower has bloomed, take it to Del before May 24 to receive a Gift Box.
To water the flower, click on it while there is a bottle of water in your inventory or if it is raining.
