Just why/how are they considered ineffective?

Anything listed in this category has a max damage of 7 or lower.
As of now, I do not know what special cases cause the "ineffective weapon" message, but every item in this category fits the "They may still be used for combat but are less effective than using your Bare Hands." line.

I can't really consider them "ineffective" since they're vital for Music Skills, plus they can still be upgraded beyond 0~7 dmg.

“	Some of these items can have higher item grade versions (from upgrading, dropped by monsters or obtained by some other method) which are not ineffective weapons. However, at the very least, the base item grade version must be an ineffective weapon.	„

“	The warnings are based on the items max attack. If the max attack is 8 or higher no warning will appear. Therefore higher grade or upgraded ineffective weapons will have no warning.	„

+Any of these weapons can be used for smash, windmill, etc.

I don't remember getting those warnings with a base Lute and Lyre, which has a max dmg of 7.
