You are using a bad order of operations.
A * B / C != A / C * B
For example 5 * 6 / 6 = 7 but 5 / 6 * 6 = 5
Before questioning the formula, make sure your math isn't off.
67 * .15/.15 + 137 * 1 = 204
This is significantly lower than your predicted values. This is also the amount of damage that water cannon does in such circumstances.
