My calculations:

Max Damage: 215
(375 Will - 10) / 3 = 121.667 -> 122
18 (Rank 1 Combat Mastery) + 13 (Rank 4 Knuckle Mastery) + 62 (Fomor Bear Knuckle) = 93
122 + 93 = 215

So its not broken...
