Cool downs wrong

I missed the first couple ranks, but it seems the cooldowns have been cut in half for us. ~15 seconds for rank B I think.
Yes a lot of us are aware. It's because these (and training) are the values used before JP decided to tweak them due to player complaints; we immediately got the cooldown/training tone down patch.
It's just no one's yet to bother looking into the changes.
