Gatekeeper problem

So, I just entered Falias in the "Morrighan Caught in a Trap" quest and the Falias Gatekeeper is not there.

I have tried other channels and he is still not there. Is the quest bugged?

I know this is old but I figured out the problem. You have to use the Falias Fragment before entering Falias.

Meaning, you gave up the mission before entering?

No. I never had the mission because I never used the Fragment. So, it took me to a non-mission Falias... or something.
