Bonus from Critical Hit does apply

With my spirit weapon I'll do anywhere from 180~210. But when I get a critical hit I'll see 500s. Rank 1 Critical Hit by the way.

No it doesn't. I'm doing 400s with dual focused red beams, 250s with fomor falcata and fomor warhammer, and 300 with spirit claymore, regardless of crits or not. Also rank 1 critical hit.

The critical hit damage does not apply. I hit well into the 500s with my celtics, crit or not. It's definitely more than 20% according to the window. It's even more than 20% using the dual-wield single target formula.

I was thinking maybe the enchants, or mastery effects are added as flat numbers and not affected by the 20% mulitplier, but I honestly wasn't interested in investing the time to test it.

Extra damage could be from enchants and stuff. Then again I haven't done any number crunching in Mabi in ages. It's possible that reforges/enchants/mastery may influence damage, but I'm positive mastery is precalculated before enchants/reforges.

2: RP quest, "Learn Rage Impact", nameless () person has rank 6 Smash, Counter, Defense, Combat Mastery, Assault, Windmill, and Critical, 100 HP 300 Pots, 40 SP 300 Pots, and 10 30% movement speed pots. It's all talking to several NPCs, then learning Rank F RI, then fighting some stuff bulky stuff and killing one resets RI cooldown.

On a semi-related note, the quest creates a huge plot hole. Aranwen's story happened a "very long time ago" and is about her ancestor; Iria wasn't even discovered (or rather revealed to the populace) until Milletians came, so there's no way the ancestor could have gotten to Iria. Simultaneously, there couldn't have been Giants off Iria's continent until then.
